Raymond is a Business Representative for the Indiana/Kentucky/Ohio Regional Council of Carpenters and the full-time coordinator for INSTALL. Ray is also a Infectious Control Risk Assessment(ICRA)specialist in Best practices in hospital healthcare. American Institute of Architect (AIA) continuing Education approved Presenter for INSTALL and ICRA

In that role, he acts as a liaison with professional organizations such as Association for Professionals in Infection Control and Epidemiology,(APIC) Healthcare Facilities,contractor, design, manufacturer and architect associations, and works with INSTALL instructors and curriculum developers to make sure both apprentice and journeymen continuing education classes meet industry standards and client needs.

As a Business Representative for the Council, Laraby brings more than 25 years of floorcovering experience to the table. He has managed a wide range of successful projects, including jobs in schools, major retail chain stores, commercial buildings, industrial facilities and residential projects. As a floorcoverer, he has installed carpet, wood, vinyl, vinyl composition tile, flash cove vinyl, and wood laminates.


Tim Thieme (tthieme@ikorcc.com)

Tim Thieme is a INSTALL Representative for the Indiana/Kentucky/Ohio Council of Carpenters and covers floorcovering in Indiana. Tim has over 30 years in the flooring industry, 17 of which were spent in the field in two major markets segments.

Tim's work in the residential market included apartments and million dollar homes. Tim's work in the commerical market included office buildings, convention centers, hospitals, and stadiums. He is proficent in stretch in, flash cove sheet vinyl, stair treads and risers, stringers, VCT, LVT, Hardwood, Mondo, and Turf.

Tim was instrumental in starting the first, and only, floor covering apprenticeship program endorsed by the Department of Labor, Bureau of apprenticeship training in the state of Indiana.

Tim also brought the floor covering contractors together to form the Floor Covering Industry Council of Indiana.


Wes Osterhout (wosterhout@ikorcc.com)

Wesley Osterhout is a Business Representative for the Indiana/Kentucky/Ohio Regional Council of Carpenters. Wes has been a floor coverer for over 30 years, and on staff for the last 12.

Wes began his career in 1986 as a floor covering apprentice. During his career he has become proficient in ceramic, VCT, sheet goods flash cove, stair treads, hardwood, computer floors, carpet, and various other types of flooring. He has acted in all positions in the floor covering career from apprentice to lead installer.

Wes has extensive experience in commercial, hospital, and educational industries. He also was a superintendent for several contractors prior to becoming a full time staff representative.


Kyle Smith (kysmith@ikorcc.com)

Kyle Smith is a Business Representative and INSTALL representative with the Indiana/Kentucky/Ohio Regional Council of Carpenters since 2015.

He has 9 years of field experience installing various types of flooring including sheet vinyl, flash cove, ceramic tile, VCT, LVT, carpet, and hardwood.

He has extensive experience in hospitals and educational facilities as well as more commercial environments, and government facilities.


Jeff Moore (jmoore@ohcap.org)

Jeff Moore brings over 25 years of Installation and teaching experience that include Carpet resilient tile HardWood linoleum rubber Ceramic Tile and stone.

Jeff has managed a wide range of projects that include residential, retail, educational, healthcare, commercial, industrial. Jeff specialized in flash cove resilient sheet goods.

Jeff became a member of the United Brotherhood of Carpenters and Joiners of America in !990 he became the full time Floorcovering Instructor in 2001. He is a leader in the Floorcovering Industry with many Manufacturing certifications that include Shaw, Mohawk, Armstrong levels 1.2.3. Tarkett/Johnsonite, Protect-all,Gerflor, Nora, and Forbo Master Mechanic.


Adam Williams (awilliams@ikorccjatf.org)

Adam Williams, Brings 14 years of floorcovering experience. He served 4 year Apprenticeship where he developed his skills during the day and taking continuing education classes in the evenings to stay current with industry changes this was the determination that led to Adam being selected as the new floorcovering Instructor for the greater Indianapolis, Indiana area. Adam is certified to teach International Standard and Training Alliance Curriculum, INSTALL, ARMSTRONG, ICRA, PITO AERIAL LIFT, First Aid/CPR/AED,
